There are many green building rating systems being marketed, from nationally recognized like LEED and ENERGY STAR, to a few strong regional programs, such as Earth Advantage in Oregon, EarthHouse in Atlanta, Austin Energy and Tucson Electric Power.  As always, "Think blue, then green," meaning ENERGY STAR certification should always be your bare minimum for even considering a new home investment.  As for any building, whether it is existing or new, commercial or residential, passive energy saving solutions should always be considered before active technological solutions such as photovoltaics or windmills.
